Program Manager

The primary duties of this position are:
- Provides leadership and direction in accomplishing multi-million-dollar construction projects assigned to the Willows Construction Office. - Provides strategic planning for highly complex and controversial projects and exercises management of these projects for the Region. The projects are complex, multi-million dollar water resource projects requiring integrated activities among multiple offices and stakeholders, requiring creative and unusual solutions for project success. - Exercises general managerial control over all office activities, including the support of local administrative services. Furnishes direction, assistance, and review to division chiefs in interpreting program objectives, coordinating related activities, resolving problems encountered, and fulfilling program requirements. - Has direct responsibility for, or provides assistance in, the acquisition and submittal of design data for future construction projects. This includes surveying, construction materials, laboratory control, right-of-way requirements, environmental impact statement information, and geological investigations. - Ensures compliance with environmental commitments, including proper permitting and licensing at all projects. Ensures compliance with hazardous materials regulations and policies. - Serves as Contracting Officer's Representative (COR) for purposes of administering construction contracts and Architect/Engineer and cooperative agreements. - Serves as Region or Reclamation representative to a wide range of committees and boards related to Reclamation's project management and construction programs. Makes commitments on behalf of the Region and Reclamation. - Maintains liaison with Regional headquarters to interpret local factors affecting the attainment of program objectives. - Serves as the second-level supervisor to a staff of employees engaged in professional, technical, and administrative activities in support of pre-construction, construction, contract administration, and special projects activities for the Region. - Plans and schedules the work, establishing short- and long-term objectives and priorities. Assigns work to subordinates, through subordinate supervisors and team leaders. - Provides positive direction to subordinate supervisors in establishing Equal Employment Opportunity commitments to ensure fairness in selections for vacant positions. - Plans, implements, and evaluates an effective security, safety, and health program designed to safeguard the health and wellbeing of Area Office personnel, official visitors, and the visiting public and to protect the Government establishment. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to at least the GS-14 in Federal service. Specialized experience at this level is defined as:
program management experience in managing complex multi-million dollar water resource or dam projects requiring cradle to grave involvement during the development, planning, design and construction portions of the project; managing and analyzing projects scope, budget, and schedule; and leading/supervising a multi-discipline staff to support project implementation. Experience as a manager leading multiple multi-million dollar projects using interdisciplinary team of professionals from multiple offices, agencies and contractors to accomplish the projects. These examples are not all inclusive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
